ATOTONILCO EL ALTO, JALISCO — A high-stakes military operation in the quiet highlands of Jalisco shattered local tranquility as Mexican Special Forces raided a hideout to capture Ramón Ángel Álvarez Ayala, known as “El R1,” a senior lieutenant in the Jalisco New Generation Cartel (CJNG).
The sudden pre-dawn raid in the municipality of Atotonilco el Alto turned the rural community into a tactical battlefield. Residents reported hearing intense gunfire and low-flying military aircraft as federal security forces converged on a high-security safehouse. Álvarez Ayala’s personal security detail opened fire on incoming troops, triggering a heavy firefight. Armed forces repelled the attack, resulting in the death of one cartel gunman, the seizure of high-caliber weaponry, and the arrest of “El R1” alongside a key associate, Jesús Salvador “N” (“El Chuy”).
Minister of Security and Civilian Protection Omar García Harfuch confirmed the successful capture during a press conference, identifying “El R1” as the mastermind behind several high-profile acts of violence across central Mexico. Most notably, federal authorities link him directly to ordering the assassination of Carlos Manzo, the former mayor of Uruapan, Michoacán.
“El R1” has a long criminal history dating back to 2002, when he began as an operative for the Milenio Cartel before ascending to top-tier leadership within the CJNG alongside Nemesio Oseguera Cervantes (“El Mencho”). Over two decades, he directed cartel expansion, extortion rings targeting agricultural producers, and cross-border drug shipments across Jalisco, Michoacán, and Guanajuato. Although previously arrested in 2012 and sentenced to 20 years in prison, his controversial acquittal by a federal judge in late 2022 allowed him to resume leadership of the cartel’s violent sub-units.
For residents of Atotonilco el Alto, the violent raid served as a stark reminder of organized crime’s deep penetration into tranquil agricultural regions. Federal authorities stated that joint army and National Guard patrols will remain deployed in the municipality to prevent retaliation and maintain order following the capture of the cartel leader.
