A motivational speaker and member of a civil association was received and treated as a United Nations (UN) diplomat by the Puerto Vallarta government.
The City Council announced in a statement on Wednesday that Mayor Luis Ernesto Munguía González was recognized for his leadership in public service by the “Global Ambassador for Peace to the United Nations,” Hugues Sanon.
According to UN personnel, this position does not exist.
Sanon appears in a PDF document on the UN.org website as a member of the Conseil de Jeunesse Pluriculturelle (Cojep), which means Council of Pluricultural Youth, since 2013. In other words, he belongs to this civil association and has attended meetings at the UN as a liaison.
In Mexico, Cojep was identified as the Council for Justice, Equality, and Peace.
The Mayor of Bahía de Banderas, Héctor Santana, also received an award, and on official websites, Sanon’s position was listed as “Special Envoy for International Relations to the United Nations” for the Cojep (Committee of Jurists of Puerto Vallarta).
The Puerto Vallarta National Chamber of Small Businesses, Services and Tourism claimed to have facilitated Sanon’s presence in the municipality.
The “award” was presented during a meeting with diplomats, business leaders, and government officials, presented as an opportunity to promote tourism and strengthen international relations.
The Global Peace Chain website describes Sanon as a motivational speaker, goodwill ambassador, and licensed clergyman.
