U.S. Citizen Reports Attempted Kidnapping and Extortion in the Ribera de Chapala

I am a U.S. citizen with permanent Mexican resident status. I am writing to formally report a series of events involving my attempted abduction and extortion that occurred last July in the municipalities of Jocotepec, Chapala, and Ixtlahuacán.
Following a high-speed chase initiated by prejudice intrusive neighbors in the Raquet Club and Ajijic Village, I sought refuge in a restaurant where staff contacted local law enforcement. Officers from Public Security arrived, however instead of taking me to the American Consulate as I requested, they turned me over to an unidentified man in an unmarked vehicle who claimed to be the commander of Chapala.
I was subsequently driven to a rural area and questioned by armed individuals before being forced back to my residence for my “papers”. There I wouldn’t hand over my papers and was nearly assaulted and only released when my houseguest arrived.
