The Futuro faction in Congress aims to have regulations for short-stay accommodation platforms approved in Congress next month. The idea is for the issue to be regulated before the 2026 World Cup.

Representative Mariana Casillas Guerrero explained that she is not surprised that Jalisco is being offered as an open-door location for Airbnb operations in the cities of Guadalajara, Zapopan, and Puerto Vallarta. However, she said that the “tourist paradise” must be regulated.

“Having leaders who ignore all the effects of gentrification, touristification, and real estate speculation, I don’t find it strange that this misinformation is spreading. What we want to tell all of them, who want to sell the city as if it were a commodity, is that regulations for Airbnb are coming, for rent caps, and databases for short-stay platforms are coming precisely to prevent rental contracts from being limited from 365 days a year to 180 days in neighborhoods overcrowded by Airbnb,” she emphasized.

The initiative proposed by legislator Mariana Casillas establishes reforms to the State Civil Code. In addition to regulating accommodation platforms, it also seeks to impose economic sanctions on vacant homes and thereby combat real estate speculation.

The legislator pointed out that the issue must be approved next month so that the new rules can be implemented before the 2026 World Cup, which will take place in 11 months.

“We have to regulate it before the World Cup, and that is urgent. We hope that our initiative to regulate short-stay platforms, which is Airbnb, can be submitted for first reading next month, and that the rent cap can be submitted this coming month,” she said.

The Éxodos collective, which conducted a study on the progress of Airbnb in the Guadalajara Metropolitan Area, counted more than 11,000 housing units offered by the digital platform, according to a review conducted six months ago. For example, the Americana neighborhood has 665 spaces available for accommodation, equivalent to 17% of its total rooms.

In Guadalajara, only four World Cup matches will be played in June 2026, between the 11th and 26th.
